June 3-4 The constituent congress in Minsk was held. 15 people attended. The 5 person Council and Council Chairman Edward Tarletski, journalist of the radio "Freedom", and cochairman Svetlana Pavlova, lawyer, were elected.

June 7 Belarusian Helsinki Committee has refused to support the BLL Board in organization of a press conference.

June 8 The first press conference has been held outdoors near the Yanka Kupala theatre

June 28 The set of documents for registration was sent to the Ministry of Justice of Belarus

August 29 First issue of "FORUM" Review (8 pages, risograph) was been published.

August 30 The presentation of first number of "FORUM" has been held in hall of United Way Belarus organization in Minsk. About 70 people attended.

September 25 Round table with participation of German lesbian group, organization " Next Stop - New Life " and BLL within the framework of the program " Feminists. Survey visit " has been hold.

October Court of Minsk hears E.Tarletski's claim that the newspaper "Dvoe Dayjest " knowingly printed false information about our organization.

November Roundtable on homosexuality problems was held in Minsk Sexology Center.

December Participation in the round table " Family in XXI century " organized by United Nations

December 19 First BLL conference " Prospects for the organization development" has been held. The decision to organize in 1999 the first festival of homoculture " Belarus Gay Pride " has been accepted.

December 23 Organization of seminar for non-governmental organizations of Minsk "Modern political gay movements in Europe"
