The Ministry of Justice groundlessly has refused the registration of BLL. The Supreme Court has refused BLL in commencing a suit under the claim to Ministry of Justice in connection with changes of the public organizations and parties registration rules which have came into effect in the beginning of 1999.

April Beginning of the preparatory measures on creation in Minsk Gay and Lesbian Informational Public Center.
"FORUM" magazine has been renamed to "FORUM LAMBDA" (FL). The Soros Foundation gave a grant in order to publish the FL. The volume of the magazine has grown to 40 pages.

April 19 Protest demonstration by the BLL " Gays and lesbians against a fascism " has been organized in the center of Minsk. The event was directed towards the Ministry of Justice's decision and against the extremely hostile attitude of Russian Orthodox Church (ROC) to homosexuals. That evening, the representative of Belarusian Exarchate of ROC is quoted as saying the Belarusian government needs " to execute all gays on an electrical chair ".

June 15 BLL has been officially supported by Belarusian foundation " Freedom and democracy ".

June Held protest with the purpose of drawing attention of sociability to a problem of gender/sex change in Belarus. It was organized in front of Ministry of Public Health building. The representatives f Ministry of Internal Affairs, KGB and Ministry of Defense are the members of special state committee on issue of the sanction about the possibility of gender change.

September 6-9 The first festival " Belarus Gay Pride-99 " has been hold in Minsk. Among the visitors of a festival: Volodimir Zvarich, editor-in-chief of the Ukrainian issuing "KIYV GAY TELEGRAPH", Bill Shiller, active worker of an International Gay and Lesbian Cultural Network, David Smith, editor-in-chief of the British magazine "GAY TIMES". Within the framework of festival the seminars " Gays and Lesbians in Media ", " Homoculture = Human Rights ", film-demonstrations, party in club "Titanic" have been hold. During one of the parties in club the employees of Special Police Department have rushed and have searched the participants of competition "Transmission".

September BLL becomes the member ILGA (International Lesbian and Gay Association), ILGCN (International Lesbian and Gay Cultural Network) and IAPAC (Doctors against AIDS).

November The BLL activists have organized the exhibition of gay placards in show-room of Gomel State University.
